2022 DSPFCU Board of Director Nominees Biographies 

Brian Alexitch 

My name is Brian Alexitch and I am a 35-year and third generation member of Delaware State Police Federal Credit Union. My grandmother spent her career as an accountant at Delaware State Police headquarters and opened my first savings account with DSPFCU as soon as I was eligible. I currently reside in New Jersey with my wife, Claire, and our three young children. 

I have worked at Greenwich Investment Management, in Connecticut, since 2010 and have served as the firm’s Director of Transactions and Associate Director of Investment Research since 2014. I conduct and supervise all stock, bond, and portfolio management activities on behalf of 1200+ clients of my firm. I am responsible for communicating shareholder ideas and concerns to management and boards of directors of companies GIM has invested in or loaned money to through the issuance of municipal bonds. 

I am a 2007 graduate of the University of Delaware with Bachelor of Science degrees in Finance in Marketing. I am currently pursuing a Master of Business Administration at Oklahoma State University. I would like to put my depth of experience as an investor in a variety of businesses to work for all DSPFCU members. I believe my extensive knowledge of business and operations will provide the Board and DSPFCU members with valuable insight and expertise. I graciously request your support at the upcoming annual meeting. 


Michael Clendaniel 

My name is Michael Clendaniel. I am a retried 25-year Law Enforcement officer for the state of Delaware. I am a life Delaware resident. I am looking forward to helping Delaware State police federal credit union move into the future by becoming a board member. Your support in this endeavor would be greatly appreciated.  


Blaine Daisey 

Blaine is a retired Delaware State Trooper presently serving on the DSPFCU Board of Directors. Over the last 20 years, he has taken on various roles, including positions with the Supervisory and ALM Committees. Blaine holds a Bachelor’s Degree in Business Administration with a concentration in Management and Finance.  

With the global pandemic and local management changes, the last few years have proven to be very challenging for the DSPFCU; however, the number one priority stills remains true: members always come first. Blaine is proud to be a part of the credit union movement. During these unprecedented times, the credit union has remained well-capitalized under the guidance of Blaine and the other board members. He is seeking re-election to the board because he enjoys tackling the ever-changing challenges that credit unions face and coming up with real solutions to solve them. Blaine believes his past experience and knowledge will be a significant benefit to the DSPFCU membership.  


Charles Groce 

A native Delawarean born and raised in Camden. His early education was received in the Caesar Rodney School District. Upon graduation he attended Ursinus College Graduating with a Bachelors of Arts in Economics and Business Administration with core curriculum in Accounting and a minor in Political Science. He began his career at ILC Dover serving in a supervisory position from 1982-1990. In 1988 he began a 24 year service in the United States Air Force Reserve, serving in Operations Desert Storm/Desert Shield, Iraqi Freedom/Enduring Freedom and Afghanistan before retiring in 2012. In 1990 he began his career with the Delaware State Police retiring as a Lieutenant in 2015. In 2016 he served the Wyoming Police Department as their Lieutenant before finally retiring in 2020. He is currently serving on the board as an Interim Director.


Michael Rickards 

My name is Michael Rickards and I am a third-generation member of the Delaware State Police FCU. The Delaware State Police has been a part of my family since 1968 when my late grandfather, Louis A. Rickards was hired by the Delaware State Police and served 25 years before retiring in 1993.  I want to continue the longtime family tradition of being part of the DSP by serving on the Delaware State Police FCU board of directors. I was born May 28, 1995 and raised in Lewes Delaware. I grew up in a state police and fire department family with my grandfather as a mentor.   I have an Associate Degree in criminal Justice from Ashworth College located in Norcross, Georgia.  I started my career as a 911 dispatcher in 2016 with the Ocean City, Md Emergency Operating Center and I am currently employed by the Sussex County (EOC).  I am also a Captain in the South Bowers Beach, DE fire department.  I would like to become a member of DSPFCU board to help build upon a growing and stable financial institution.  I will make a heartfelt commitment to the continued success of the credit union and I will be a team player as a director and work together with the current board and management to make the credit union a better and a stronger financial institution as we move forward in the future.  I am asking for your support in the upcoming election in 2022. 


Philip Strohm 

I became a member of the Credit Union in 1988, after becoming a Trooper.  I was a Troop Representative at Troop 6 in the early 1990’s before joining the Board of Directors.  I retired from the State Police in 2011 and am now working as the Delaware Division Administrator for the US Department of Transportation’s, Motor Carrier Safety Administration.  As an incumbent on the Board, I am seeking your support for another term.  I currently serve on the Board and I am the Chairman of the Personnel Committee.  I’ve also served as a member of the Executive Committee as the Vice-Chairman.  I, like many of you, have seen large financial institutions struggle in the current economy and throughout the pandemic.  Delaware Credit Unions have been no exception.  I’m proud that the DSPFCU is one of the strongest in Delaware, offering members a wide variety of services.  Whether you prefer in-person transactions at a branch, or taking advantage of our Total Access home banking, which includes internet banking, remote check deposit, and bill pay, all at no cost to the member.  I am very excited about the future of the DSPFCU and proud to be working with a dedicated team, focused on making our Credit Union the best financial institution in Delaware.
